Monterey Technologies Awarded Contract for U.S. Space Force Mission Data Processing Application Provider System

Park City, Utah Dec 14, 2022 (Issuewire.com) – Monterey Technologies, Inc. (MTI) has been selected to provide Human System Integration (HSI) for the U.S. Space Force’s next-generation missile warning data processing system, as part of a new $272 million contract awarded by Space Systems Command at Los Angeles Air Force Base in El Segundo, Calif.

The Mission Data Processing Application Provider (MDPAP) contract is part of the Future Operationally Resilient Ground Evolution (FORGE) program, supporting the continued operations of legacy Space Based Infrared System (SBIRS) capabilities while delivering modernized enterprise solutions extensible to the next generation of Overhead Persistent Infrared (OPIR) sensors. MDPAP delivers ground-processing and decision-making capabilities for this mission.

SciTec, a Princeton, New Jersey, firm that specializes in delivering advanced mission data processing capabilities will serve as the project’s prime contractor. MTI will provide support services, along with Centil, Kratos Defense and Security Solutions, L3Harris Technologies, Outside Analytics, and Raytheon Technologies.

The award represents a down-select from among three non-traditional defense contractors, after a year-long, competitive prototyping effort. MTI led the User Experience (UX) development of the prototype, with system usability being cited as a differentiator in the award.

“Our user-centered approach ensures we deliver a solution that meets the user and mission needs,” said Benjamin Schwartz, MTI’s director of Human Engineering. “This is a critical mission, where effective, highly-accurate decision-making is essential.”

The SciTec-lead team will further develop, tune, and integrate advanced algorithms, signal processing, graphical user interfaces, and data communications components to deliver operational software baselines for real-time strategic and theater missile warning missions. The project uses a leading-edge Model-Based System Engineering (MBSE) approach to ensure interoperability and mission success.

MTI’s user experience (UX) team will continue to develop the software user interfaces to enhance warfighter decision-making, accuracy, and usability. Additionally, MTI’s role under the follow-on contract is expanded to include model-based systems engineering (MBSE) support, modeling of personnel and human behavior, human factors engineering, and human-systems integration. “A holistic approach to human integration ensures the system meets performance objectives across the lifecycle, not just in a lab,” said Schwartz.

Work on the project began in August 2022 and is expected to continue through 2027.
